Neutron: Neutronclient retrospective and next steps

In Newton cycle many Neutron commands were migrated into OSC (openstackclient) and we would like to deprecate 'neutron' CLI in Ocata release. In this session, we will check the current status of OSC migration and OSC plugin implementations, identify the remaining work and gaps, and hopefully gather assignees for remaining works. In addition, we would like to clarify confusions and questions arounds OSC migration and future of CLI and libraries.
