Cinder: Stand Alone Cinder Service

The idea of working towards making Cinder more of a stand alone SDS controller has been going around for awhile now. There have been other projects started to do just this.

Cinder already has broad vendor support and is quite mature. This discussion will focus on what it would take to make Cinder a more independent service and meet this general SDS controller need.
