QA: Devstack: devstack-plugin additional-pkg-repos

This devstack plugin is designed to aid in the use of tools covered by distros (libvirt/qemu/ovs) but verisions that *aren't* packaged by the distro. Some exmaple uses include nova/neutron testing new releases of libvirt/ovs *or* testing *OLD* (ie minimum) versions of system tools. It's designed to use packages to integreate well with devstack (ie we just add the repo and then install_package foo; will give you the version from the alternate repo) It deliberately seperates the build and install phases for 2 reasons 1) reduces run time and 2) package builing can be hard to automate across large version ranges and multiple OSs.
