Discuss the ongoing work around defining a new Cinder API volume attach workflow.

Goals:

- Get agreement between the Nova and Cinder teams on the Cinder API and changes required in Nova to use it.
- Figure out if the Cinder API is going to be 'experimental' or if the development will happen on a feature branch.
