Title: (New project) Destructive testing (os-fault, etc)

Description:
The session lead is proposing a new project "os-fault" for destructive testing on -dev ml [1]. That is a new challenge of QA project and it is nice to discuss what is different from the existing programs like Tempest, grenade and make the scope clear in the discussion.
