Dragonflow Newton Release Notes

In this work session we will discuss the major changes that were done in Newton, and prepare release notes. We will also decide where to tag and branch Newton out, as well as construct a general idea of which issues will be backported.
In particular, we will discuss:
* New features
* Key changes (e.g. ML2 mechanism driver)
* Initial performance benchmark results
* Metadata service
* Changes in the DHCP application
