Service Tokens

We have been talking this a lot, but no action has taken so far. We should come up with a plan to implement the service tokens as we have increasing amount of use cases them popping up every time we talk about Glance security.

Note: I proposed this a while back so a little discussion was done here: https://review.openstack.org/#/c/249950/

Expected Outcomes:
* Plan to implement service tokens in Glance, sufficiently clear that a spec can be written.
