In a massive community like OpenStack, contributing, coordinating and driving requirements for complex cross-project initiatives has been challenging to say the least.
This discussion will consider the Community Process which was recently established to provide a means to do that called the "Development Proposal" process (aka 'Story' workflow). The Product Team (aka Product Working Group) has been charged with owning/orchestrating that process. Does it work? What are the challenges? What would make it more effective? How can we make it more accessible and friendly for Users/Operators who are not Community developers? Or is there a different and better way altogether?
