Upstream LTS Releases

Many companies, being unable to hit each release, and being failure-averse, would like to see an LTS release cadence. Some vendors already do this, but it is entirely downstream. 

Can we get everyone working together to push this upstream? How could it be done?

** Distro maintainers, Infra folks, OPerators, Stable Branch ATCs, and other interested ATCs highly encouraged to attend. It would be great if we could all get on the same page, understand each other, and work together.
